Not possible to create OLT-field within one FBD-editor whereas it is possible within another one

Symptom: Within one FBD-editor, it is possible to create →OLT-fields. Within a different FBD-editor, it is not possible to create OLT-fields.

Cause: It is not possible to create OLT-fields within any FBD-editor. See "Creating or editing OLT-fields in FBD" for information where it is possible to create OLT-fields.
